I wouldn't buy anything that isn't running. Usually turns out to be something more serious than they claim.

You know you can't ride those on the street legally right? therefore, you need to haul it to a track competitively or non...

I dunno how old or how big you are, but, if you're looking to get a motorcycle, i dont know if this is the best approximation. I'd go with a ninja 250 or something, that way it's at least street legal, and good to learn on. you can pick a used one up for pretty cheap too
