Is this an ok amount of fish for a 29 gallon?

Right now I have 6 neons in a 10g and 6 harlequin rasboras + 2 polka dot loaches in a 20 high. I want to get a 29 and combine them and maybe get a few otocinclus for algae. Is that overstocking? I'm planning on over filtering.
 
A good rule of thumb is, how ever long the fish is in inches, is how many gallons of water it takes up. The neon's will probably take up 6 to 7 gallons themselves and so on.
