Is this an appropriate bicycle to get for my friend's kids, judging by their height?

I'm thinking of getting this bicycle for my friend's kids: http://www.walmart.com/catalog/product.do?product_id=1985714

The kids are 4 and 3 and are 40" and 36" tall. Does this seem like the right bicycle for them? I don't want it to be too small and at the same time I really like the price :P

It may be on the small side, you would be better off measuring their inseam and have them stand over the bike first.
