The owners of business begged the government not to outlaw it --- not to legislate on the issue
Smokers made up a large percentage of the clientele and the restaurant owners knew the loss of revenue due to legislative authority would shrink the industry as a whole
-------- The Liberal government acted to despite the fact that the majority of persons who frequented the bars smoked despite the fact the business owners were against it and without the approval of the majority who were never given any voice in the decision

We believe in democratic process up to and until the public makes "the wrong decision "??? I am not all that comfortable with that precedent how about you?
