Is this a good quality bike? 1980's Nishiki?

I'm looking to buy a decent road bike for a low price and I found a seller who is selling a 1980's Nishiki for around $200. I'm going to check out the bike tomorrow he says its been used maybe 3 times in its entire lifetime. My question is, if the bike seems to be in the condition he says its in and the gears, brakes, and everything else seems in good order should I buy this bike? I'm a beginner in this sport so it doesn't need to be anything fancy, just not a piece of crap that breaks down a few weeks after I buy it. I'm not sure of the model.
 
somehow i doubt a 30 year old bike will work well, even if it was used 3 times.
