Is thier financial aid in the u.s for international students that didnt come here on a..

...scholarship? I want to apply to a university in the u.s however i know international students that aren't here on sponsorship (family or spousal ) or scholarship. Are only able to work 20 hrs on campus. They do not get temporary work permits or anything issued to work in the u.s..what are my options?
