Is there such a thing as a Sword Bearing License?

Please read this before just saying yes or no.

Okay, a few years ago a friend of mine who was interested in swords, martial arts, etc. told me about a "Sword Bearing License." I think it's pretty obvious, but just so there's no confusion he said it was a license that gives you the legal right to walk around in public with a real, functional, sword on you belt, back, wherever.

What he said was that basically, you have to first learn to use a sword. Then get a letter from a qualified instructor saying that you're properly trained in how to use it, so you won't just swing it around and decapitate everyone.

Then you had to have a concealed weapon license, and pay a fee, mail in the letter and you'd get a "Sword Bearing License."

I have a concealed weapon permit, and I also have some martial arts training. I kind of think the Sword Bearing License is a load of B.S., because none of my instructors had ever heard of it. I also asked two police officers at different times, and neither of them had ever heard of it. BUT, I also asked both cops if it was legal for me to carry my sword concealed with the C.C.P. and one said yes, the other said no. (!?)

So, what I'm wondering is, has anyone ever heard of this?

Is it perhaps some type of obscure federal technicality or something? Or if it's not true, is there some type of similar law that he may have mistaken for this, maybe something to do with diplomats or martial arts instructors or something?

I haven't talked to the dude in years. I really don't think he was just screwing around with me, but I haven't been able to find anything about it whatsoever. If anyone who could give me any info about this I'd appreciate it.
