Is there something wrong with my puffer fish?

To be more specific it is a 2 inch Marilyna Pleurosticta or commonly known as the Banded Toado. He/she tends to swim on the upper strata of my tank (usually near the surface) and he rarely goes to the bottom of the tank. He currently eats shreds of shrimp twice a day and lives in a freshwater tank (I will gradually change to a brackish water tank later on). As I have read the normal strata for most puffers is middle to bottom. I am worried. Is there something wrong with it?
