Is there anything wrong with my math class?

My dad is my math teacher, and everybody thinks he's really strict, but I think it's pretty normal. For homework, he just asks if we have it and we say yes or no, but he collects homework on a random basis and if you don't have it and said you did, you have to show him all of our preceding assignments to get credit. Also, tests are pretty difficult and they are worth 70% of our grades, while the homework is only worth 10% (the rest of it is the final). He said the only reason why homework was worth anything was because the school wouldn't let him make it 0%. But, yeah, I was okay with these policies until I heard everybody complaining, day in and day out. I'm just wondering if my classmates are just being lazy, or if there is something legitimately wrong with what my dad is doing. And by the way, this is eleventh grade pre-calculus.
