Is there anything we can do about this noise problem?

We just moved into a new apartment and have been having noise problems from Day 1. There is an apartment above us (the same layout as ours) and the main problem comes from floor noise. I'm not kidding when I saw that it literally sounds like they are throwing bowling balls on the floor every minute or so from about 12am to 3am EVERY night. It's terrible. They are usually quiet as mouses (may not even be home) until about 12am and for about two to three hours after that they are up and moving in the bedroom part of the home.

I'm a full time student that also works 25 hours a week. I need sleep. The people above us kept us up until 3am the night before last and until 2am this past night. My boyfriend believes they are using some kind of exercise equipment because the floor creaking and crashing is often "rythmic". At first I thought maybe it was just the weight of their bed shifting but they are literally up and moving around in that same spot for 2 or 3 hours at a time.

Is there anything we can do about this? Our apartment building is older but is that an excuse for them being loud enough to keep us up at night? I would have no issues with the floor creaking if it only lasted until 11 or so but when the noise continues until 2 and 3am it's ridiculous. We can't sleep, we have no option of moving somewhere else (both because of money and because our complex is currently rented up) and we're about at our whits end. I mentioned something to the office but they never got back with me.
I'm trying to see if this is an issue I need to take up with the landlord or with the police. When you say to call the police you don't really give me advice that I don't already know. However, calling the police EVERY single night for the next 330 days we're in this lease seems a little excessive.
I need to know if this is an issue that usually can be resolved by speaking with the landlord of if this is something we're going to have to resort to either moving or becoming serial police callers.
And just to add: I can tell the difference between their usual footsteps and the sounds they are making at 2 and 3am. Their normal footsteps aren't very loud - the noise they make early in the morning is stomping, creaking, dropping noises.
