Is there any law in New York that prohibits smoking in stairs?

There is an increasing amount of smokers in my building's stairwell. the smoke activates the allergies of quite a few people. There use to be sign in the stairwell that said no smoking on each floor, but someone ripped it off, so is their any law in New York that makes sure these signs stay put?
 
Yes there is. It is illegal to smoke anywhere in public and unless the stairs are in a persons personal apartment or home it is illegal, as well the landlord has the power to mandate against that.
