Is there any law against marriage between two minors?

Is there any law saying that ,lets say, 13-year-olds can't marry?
And if there isn't, would you have to have parental consent?
And in what state could you get around this (if any).
(NOTE: This question is purely out of curiosity....I'm not going to get married anytime soon)
Additional Question:
What if they did marry and one was older than the other by like 3 years? When the older one turned 18 would that be an issue?
 
I'm not sure if 13 is allowed, but I do know that in most states, if the people are under 16, they must have (1) parental consent, and (2) judicial consent.

As for one party turning 18, that wouldn't make the statutory rape laws come into effect because they wouldn't apply if the two people were legally married.
