Hoping there's something I can do to get money on my PayPal this way. Anyone?
 
In all likelihood, there probably isn't one that isn't a scam.

If you have proper experience, you could get a job as a web developer near you.

The certifications at NCSA are great, and you can get unlimited copies for about 60/year.

Also, for your first few jobs, it may be better if you market yourself as an intern.
