Is there an Illinois law about Freon leaks?

I live in a rental unit and our ac is constantly on the fritz, every time a repair guy comes out he tells us the freon is low and puts more in. Then the next day the same problem occurs and they send out a guy and he puts more freon in... the answer is pretty obviously a freon leak. My question is: is there a law in Illinois regarding knowing about a freon leak and failing to repair it?
 
Yes. It is covered by the EPA and the person who knowingly adds refrigerant to a leaking unit can face fines starting at $10,000. Freon ruins the ozone layer. Click on the link below for information.
