Is there a way to transfer a mobile's web usage on an iPod Touch?

I live in Australia and we don't have WiFi everywhere. I am still on contract with my mobile phone plan, but I am getting an iTouch and would like to use my 100MB/monthly web (not wireless) plan on my iPod Touch. Is there a way to do this?

I know there are ways to connect your phone to your iPod Touch, perhaps this would solve it...
I am with 3 Mobile Australia.
