is there a way to moisturize my 11 month pitbulls coat?

I have a 11 month pitbull terrier who has very sensitive skin and has a very short hair coat and she losses a lot of hair in the tub, when she scratches and when we pet her it just falls rite out her coat is shiny but her hairs fall out a lot n she has dandruff sometimes. I've change her food to all natural please help can I put lotion on her?? I'm looking for a topical soultion if there are any
