Is there a way to mod a stereo receivers volume?

I would like to know if there is any possible way to modify the volume on an older receiver to play very low. Say I'd want to rig it to where the maximum volume is like 15-20% of the receivers actual true manufactured volume. Does anyone know into depth the steps to do this? Thanks
