Is there a way to make my new rims fit?

I bought a 96' Chevy Suburban last fall and I just bought some new 17 inch rims today for it. I currently have 16 inch rims as stock that I took of but the 17's are about 1/2 an inch from sliding all the way on the front rub against the upper control arm and the back won't fully slide on because of the drum brake housing. It I could put something in between the hub and the rim that is a 1/2 to 3/4 inch the tire would still easily fit the lugs but is there anything that would allow me to do that and would it be safe?
Forgot to include that if there is a way to safely fix this I could spend up to $500 and still come out ahead. Thanks for shims suggest, I have auto-zone and a Napa for auto part dealers.
