Is there a way to learn who proposed what aspects of major bits of legislation like the NDAA?

Though an answer as to who proposed granting the government the ability to indefinitely imprison US citizens would appreciated, what I am really asking for is a way I can find out this kind of information on future bills. Or at least why I would not be able to.
