Is there a way to get Verizon to discount phone activation fee?

I'm pist that ATT doesn't service the area in Los Angeles I just moved to cuz Verizon is way more expensive, their cheapest home phone plan starts at $20/month and their activation fee is $46!!! They are unwilling to discount the activation fee unless I sign up for their $70/month phone plan. Any other ideas how I can get them to slash it? Of the 46 they are saying 23 is a mandetory tax and the other 23 is their fee.
