Is there a way to get bmv reinstatement fees waived through the courts?

I havent driven since my last traffic infraction in October 2008. A mix of 2 driving while suspended and 2 no insurance. I am eligible for my license January 2010. But i have $975 in reinstatement fees. I cant afford that. Im just a broke college student living unemployment check to check. Finding work has been very hard since i dont have reliable transportation. I need my license back so i can have a better shot at finding work.

Someone told me i could petition the courts to have the bmv waive my fees. If so, what forms would i need, or what would i need to do???
