is there a way to block any numbers on my nokia e71?

there is some1 really annoying that is bothering me on the phone. Is there a way to block him. Btw his number is not in private and i saved him in my contacts. Also since im here, is there a software where it lets me locate other ppl jus by putting in their phone number? Thnx in advance
