Is there a WA state law that states if a person found a stray animal they have 30 days..

...to find the owner? I can't find anything written that gives a WA state or pierce county law that says if someone finds an animal as a stray they have to try to find the owner for 30 days before it can be deemed "theirs" if they want to keep it or try to find it a new home.
