Is there a tool/system that creates a gradually more pixellated still image.?

desired image is one that is very blocky on one side and smoothly transitions to smooth photographic quality. Imagine the far left image has 4 pixels per inch,gradually turning to 8 pixels per image, to 16 and so on until it is of photographic quality.

those "pixel gradient" tutorials are not what I'm looking for, they are just blending a pixellated photo into a non pixellated photo.
