Is there a time when the GM just has to be replaced?

Not for not doing his job but for doing his job. I was thinking about Dean Lombardi and his history of rebuilding teams. And he's good at it. But once the Kings are done rebuilding could the Kings be handed off to a GM who knows and is willing to win? So does the time ever come when the GM has to be let go for doing his job, in the Kings case rebuilding?
@Nick: I did think about Terry Murray and he is capable of taking a team to the Stanely Cup.
