Is there a program that lets you save an image to the size you want?

For example, I want to save a PNG file at exactly 144kb. Other software I use has high quality, medium and low and the size in kb are not what I want. Any help?
 
Microsoft PowerToys for Windows XP , Photoshop and ACD Systems ( ACDSee Photo Manager ) i think that this all programs can help you at what do you want to do to images
