Is there a program that can place one image inside another?

Is there a program that can place one image inside another, such as put an image of a painting inside a room?

I have images of rooms and images of my paintings. I would like to show the paintings in a room.
 
GIMP is a photo manipulation program, it allows you to put pictures together and such..And it's free, I suggest looking up a tutorial on how to do so, I'm not the best at explaining this sort of thing, But In my opinion, it's quite easy to do.
