Is there a place to send formal complaints about a business in the UK?

I need to complain about a web based company as they wouldn't send me my item after i paid. It took a couple of months of non stop calling and emailing to finally get it sent out and was told i would receive a refund aswel - i have this in writing. They also never sent this. I have continued to call and email non stop and they are ignoring me.

I now want to complain. Is there a formal body?
