...illegally dump chemical waste? I am very familiar with the general vicinities where hazardous waste is illegally dumped throughout neighboring communities and am considering monitoring the areas with my video camera, collecting data such as license plate numbers, vehicle type, etc...

My intention is to provide this information to the local enforcement agencies for cash rewards.

Would there be such compensation for my efforts?
 
Most likely, but you shouldn't do it just for a reward, you should do it for the company/people hurting the environment.
 
Call your local Department of Environmental Management, and you might also contact the EPA (Environmental Protection Agency) if it is an especially egregious dumpsite. The EPA is a Federal Agency and they don't play around. Fines are typically hundreds of thousands of dollars from the EPA.
