Is there a meaning in Portrait Photography?

Im doing a photography project and this is a question i have asked my self but finding it very hard to answer my self.
 
It can. Most of the time, they don't have any meaning.

I've seen portraits of people in dignified setting. But basically it is a picture of the person - taken nicely;

Other times, I've seen pictures that tells the story behind the portrait:

Absolutely. Portraits are the most meaningful photos. It's all about expression and emotion and "the right moment" and capturing the personality of the individual. It's much harder to capture the beauty of an individual than it is the beauty of a flower or a mountainside.
