Is there a law or act to change the wording of a legal covenant?

The issue is about building a new house on a piece of property. The property is parted into several areas. The covenant contradicts itself, saying that it's possible to build dwelling in 3 of these areas, but only possible to build ROOF in one of them. With other words, you got ONE small area to build a house in.

Any feedback on the issue is most welcome.

Ps. The country is New Zealand, but come with all the feedback you can!

Unfortunately, the contradiction of the covenant is to the other parts benefit, protecting their view. The other part tries to extend the issue for as long as possible...
