Is there a good program for writing Perl/CGI scripts?

Is there a good program for writing Perl/CGI scripts? OR do scripts have to be manually written in text?

I'm trying to find a perl writing program (software) that keeps things simple but is up to date with the current internet technologies. Affordable would be nice too.

You're looking for a software program that WRITES other software programs? That would be science FICTION, sorry. (And besides, if software gets that smart, it would also be smart enough to realize that humans are not needed and destroy us. Don't you watch movies?)
