Is there a girl or guy character that uses hair as a weapon in Mortal Kombat or

Street Fighter? okay so this is really geeky..but i was thinking about it today and i swear i remember there was a character in Mortal Kombat or Street Fighter where a girl or a guy used their hair to sling at the opponent or something like that as a weapon....am i just dreaming this? if you know the answer please tell..its been so long since i've played those games
