is there a free, simple little program to paste on one photo over another?

please tell me the name to do a search. everything i have found just allows you to crop, alter color etc. unable to overlay one file (photo) on another background file (photo). i do not want to buy some expensive prog like photoshop etc. also, the simplier the better.
 
Download GIMP. It's a free graphics program that works like Photoshop, and it'll allow you to layer your images.
