Is there a computer program that allows you to mod cars and see how they will look?

I know there are computer GAMES that let you mod cars, and those are fun. But I need something sort of like an architect's autocad program but for cars, where I can pick a type of car and add real parts/mods to it. Does such a thing exist?

Preferably free? :)
