Is the "war on drugs" worth fighting?

Since the Reagan administration implemented the "war on drugs" we've put million of people in jail yet drugs are still just as easy to get. Is it just me or does it seem that organized crime and prison unions are the only ones benefiting from such policies? Did you know that California pays $46K a yr to house a single inmate? Could this be part of the states financial problem?
I just think its sad that we'd sooner pay to incapacitate people rather than educate them.
