if you mean salvia (which is sage) with the spikey purple flowers, than no, it doesn't have to be cut back if it hasn't flowered yet. after flowering is the best time to prune it. it will encourage thick new growth and more flowers. last year in mid summer i cut mine back by 1/3 and got it to bloom again, and even better.
