Our state holds a convention for both parties every year - I would assume that most states follow this tradition. I am not certain about the National Conventions -
Use logical deduction; delegates are assigned to the National Convention during election years - but representatives do not have to be delegates; meaning those who are elected to other offices also have a vote; I believe they do meet each year despite conventions, as people are elected or appointed to positions within the party. One of my friends was one such person who played a role in the convention, and if I remember correctly, it was not at election time.
