Is the quality affected when rotating a photo in Windows Photo Gallery?

They're only basic 90 degree rotations so it's a fairly straightforward pixel rearrangement, but knowing Microsoft's tendency to favor compression over quality, when WPG resaves the image, is there any quality loss?
