Is the One Tree Hill shooting scene based off of Degrassi?

When Jimmy Edwards has a gun and is the reason for the shooting scene in One Tree Hill, he is depressed because nobody notices him.
In Degrassi, Jimmy Brooks gets shot by Rick in Degrassi because he 'stabbed him in the back'.

Pretty similar....Is there a reason?
