Is the marijuana legalisation debate more of a moral, ethical or political issue?

I'm writing an essay and I'm using this for an example...but I can't decide under which term it would be best used as an example.
The essay is about why people do/do not respect some criminal laws.

Anyone have an ethical or moral example they want to tell me...I'm really stuck on this one :S
