since they throw them away? In some States they send out ballots that weigh slightly more that the first class stamp limit on letters. Then the election board throws them away for having the wrong postage.

Also Ballots from Servicemen over seas were thrown away for having no Stamp. It seems like a typical political Racket to negate the minority votes.
