Is the LG Breeze mobile phone from Koodo a smartphone?

I was browsing through Koodo's mobile phone selections and really liked the LG Breeze (comes in blue or black) and it's priced at $150.oo
Is it considered a smartphone though? Also, anyone who has or had the LG Breeze, what would you rate it out of 5 stars?
