the United States have? catastrophic coverage and and a free check-up yearly or whenever routine check-ups are done (all extra visits not included and paid for by the patient, unless that patient does not have the financial means, under which case the patient qualifies for Medicaid, and all medically-necessary visits are covered), paid for by tax revenue?

Is this not a sensible plan?
