Is the EF 70-300mm f/4-5.6 IS USM produce better quality pictures than EFS...

...55-250mm f/4-5.6 IS? I have the 55-250mm IS lens right now. However, I want to upgrade to the 70-300 IS USM lens because of the USM and I hear it produces slightly better picture quality. Will I notice a difference between the two lenses besides the extra focal length?

Also; I am using a rebel xsi
