the united states department of defense is budgeted at over seven hundred and fifty billion dollars ($750,000,000,000) per year! that's fifty percent (50%) MORE than the rest of the world COMBINED spends on ALL of their militaries.
where is this civillian army of which you speak? and where is all that money coming from?
or are you using hyperbole to make a point?
