Is the Charice and Cody Simpson for free at the Citadel Outlet?....?

Okay so I heard that Charice and Cody Simpson will be performing at the Citadel Outlet on November 20,2010 5pm.And I am wondering is it for free or do I have to go buy tickets to get in?And also where is the stage going to be at in the outlet?
