Is the 1985 Ford F250 6.9L diesel normally this gutless?

I just bought a 1985 Ford F250 6.9L diesel engine. Loaded it with about 1500lbs of hay and couldn't go faster than 45 mph uphill--even empty, it seems to really bog down on the hills. I'm wondering if the motor naturally has low power, or if it needs maintenance. If maintenance, what is a likely culprit for low power? Injectors?
 
Fuel filter comes to mind without any other input from you. The engine itself is a little gutless if it has no turbo.

If it had an injector problem it would most definitely run rough. It can, and may, have some computer control issues that will not trigger a light on the dash. You can easily have it scanned for inactive codes that would point to a problem.
