Is that below salary allow me to run a decent lifestyle in Dubai?

I will live with my wife(housewife) and no kid; position is for Project Manager in IT; is that salary will allow me save money ?

Basic Salary : AED 6000
HRA: AED 7000
Special Allowance: AED 2650
Conveyance: AED 1750(for driving and renting)
Fuel Allowance: AED 500(for driving and renting)
Mobile Phone Allowance: AED 100(local call)
How diffucult to learn driving and get a license in dubai ? (I drove 2-3 times in India road for short and know the basic)? How much that would cost ?
