Or maybe it's a social-economic challegne?
Personally I feel it's more of a social-economic and political challenge because most research data that I've read indicates that these terrorists do give security, welfare, and some health services to the local populace. Granted it doesn't compare to the services that first world countries receive however its still better than bandits and vagabonds robbing you constantly.
